Millions of dollars in foreign aid to Kenya have been linked to fraud following an audit of the Department of Foreign Affairs, which found that corruption was common practice due to “uneven regulatory enforcement.”

According to the Audit of Management Practices at Missions: Nairobi, the Embassy’s $12.5 million annual budget revealed “inconsistent application of established processes across programs which weakens overall control effectiveness and oversight reliability.”

The Closure of the Internet

Until 2015, an optimistic and liberal (in the best sense) ethos pervaded the Internet. Major Internet platforms were open and had little content policy beyond bans on real-life criminal activity (stalking, selling illegal goods, child pornography, etc). Aside from these narrow and reasonable explicit exceptions, anyone could go online and converse with interested people around the world about whatever they wanted in public. These platforms had no real means to control what people talked about on them even if they wanted to, which they didn’t; to the extent an organization can have views all believed in free1 and open online discourse, which promised to make censorship impossible and end the hegemony of 20th century broadcast media.

In this, they were backed up by major non-tech institutions, such as the UN, the EU, the US State Department, and the New York Times, all of which saw Internet freedom as a corollary of offline freedom, and one which would liberalize the world’s remaining non-democratic states in time. These institutions both supported Internet freedom rhetorically and spent hundreds of millions of dollars creating and disseminating technical tools to evade Internet censorship and preserve online anonymity.

I remember the old internet. It was a better place.

Royal Navy spy drones used by Britain’s elite special forces secretly sent data to China, The Telegraph can reveal.

The cameras on the K3 Scout surveillance drones had components made in China which were secretly transmitting information to a device in the country.

The Royal Marines have been using the £12m fleet since March and the Ministry of Defence (MoD) was forced to remove all internet connectivity from the cameras after discovering the breach.

The revelation raises fears that Beijing has been attempting to spy on Britain’s military after years of security warnings about the threat from the country.

The drones were supplied by a major British defence contractor, Kraken Technology Group, which sourced the cameras from a third party who had given assurances about their security.[…]

A defence source familiar with the matter told The Telegraph that the K3 drones made up part of a future defence package offered by the UK to secure the freedom of navigation in the Strait of Hormuz.

The source said that preparations for Britain’s plans in the Gulf had been conducted on the drones, adding: “This is major failure to check origins of components and we have lost confidence in the platform.”

There are also concerns that the surveillance drones have been near highly sensitive meetings between senior special forces staff, and that cameras remained active even when the drones were switched off.

Water bombing the fire itself is like trying to put out a bonfire with a teaspoon. It doesn’t work. Those airplanes and helicopters instead drop the water or retardant just ahead of the fire line, hoping to make the fuel too wet to burn. Retardant will give off carbon dioxide when it gets hot, to displace the oxygen that feeds the fire.

Yes, there are big lakes right there, but water is terrifically heavy and the airplanes are limited in their weight-lifting capabilities. The fire is huge and very hot and small amounts of water on it do little, but we have no other extinguishing technologies. The smarter thing is to manage the forests, using controlled burns in the winter to remove the dead stuff on the forest floor that makes the fire hotter so that the trees catch.

I was a mechanic on those big bombers for a short time. I remember a fire in northwest Alberta that was so hot that even the retardant had no effect on it. The fire ate it and kept going. One has to be involved with this business to see the limitations. Those big bombers carried 3000 US gallons of water or retardant, a small fraction of the water in a typical backyard swimming pool. Now fly over a subdivision and see those small pools, and then fly over the forest and see how it stretches out forever, and imagine a small slice of that swimming pool trying to douse a fire. Not so easy or quick.

On July 14, 2014, a Facebook account belonging to Biwei Zhang, the woman now accused of spying inside NATO’s military command and of membership in a criminal organization, published a photograph of Justin Trudeau speaking from a stage at the Sheraton Centre Toronto Hotel, in a ballroom holding several hundred guests seated at banquet tables, phones raised toward the podium.

Five years later, applying for a job in the federal public service, Zhang — by then a university student in Toronto, having come to Canada from China — wrote that she had volunteered on an election campaign for the Liberal Party of Canada. She did not say which one.

Zhang has been held in Belgium since late July, after an investigating judge placed a Canadian national under arrest on charges of espionage and participation in a criminal organization. Belgian investigators have not said which country she is accused of spying for, but Reuters named China, citing government sources. The allegations have not been tested in court, and she is appealing her continued detention.

She has been identified through online profiles by numerous outlets, and a federal source told the Canadian Press this week that officials in Canada are proceeding on the basis that the suspect is Zhang.

The case has raised substantial questions about how she was screened under Prime Minister Mark Carney’s government. Court records, as The Bureau first reported, show Zhang was found to have committed fraud in an application to the Canada Border Services Agency (CBSA), a finding upheld by the Federal Court eleven months before she took up her post at allied command — one of several markers visible in the public record and in her own online profile.

Jody Thomas, the former national security adviser to Justin Trudeau, told CTV News that Zhang’s case raises a lot of questions and that what was known at the time of her vetting has to be explored.

She said the government will have to do comprehensive “reverse engineering” to understand who Zhang truly is, pointing back to her first Canadian government job, in 2017.

But the July 2014 photographs analyzed by The Bureau pull that timeline back three years further, placing Zhang in proximity to the future Liberal prime minister Thomas would eventually serve — and to the Toronto fundraising networks Trudeau would later have to answer for, after accounts of sensitive CSIS investigations were leaked to The Globe and Mail and to this writer.

…that the Canadian Institute of Osteopathic Therapy (CIOT) in Calgary, the private college that partnered with Portage College to deliver diplomas to hundreds of Indian students, has two directors tied to Pyramid eServices, a Punjabi recruitment firm whose director was arrested during a 2013 police investigation into alleged student immigration fraud.

The same firm, Pyramid eServices, marketed the Portage-branded programs in India. Some students who completed those programs have since had previously approved Post-Graduation Work Permits cancelled by the federal government.

Pyramid eServices director Bhavnoor Singh Bedi was arrested during a 2013 police raid and was named in a separate cheating case registered against the company in 2017.
