The Commons heritage committee has voted to regulate YouTube under federal law. The Department of Heritage said YouTube management, not individual users, will be liable for complying with the Broadcasting Act: “The only reason the government is doing this is to stretch the justification of regulating public airwaves into a justification for regulating private viewing.”

They’ve done this because the head of the CRTC, Ian Scott, CEO, demanded the right to regulate all forms of transmission. Thing is, they can do it when radio spectrum must be controlled as there is a limited supply and to use it requires a large, fixed, transmitter. Not so for Netflix, Youtube, etc. We’ll see how the battle goes. There will be three sides, Netflix/Youtube etc., the governmnet and Canadians.

This coming along with a movement by the government to take their money; but that will probably end up in symbolic payments as long as they do the government’s censoring.

What’s notable about this news item is the way in which the story is presented as if this is a new phenomenon, or that a more sensible outcome might have been expected. It’s not just a matter of articulating the correct “goals”. Without price signals and the ability of investors to assess financial risk, “infrastructure” programs funded by the state will inevitably degrade into a fog of financial chaos. You’re just doing the same thing over and over while expecting a different result.

“The Liberal government’s $188-billion infrastructure spending plans continue to lag behind schedule, with government departments failing to provide adequate public reporting on the sprawling program, a new report says.

Auditor General Karen Hogan on Thursday released one of the most thorough reports to date on the progress of the Investing in Canada Plan, which found that “funds were not being spent as quickly as planned,” and that “objectives might not be met” after the full 12-year life of the program.”

Ironically, the one upside for taxpayers is precisely that the funds are not being spent as quickly as planned, and we may be better off if we actually don’t meet any of the objectives.

Already in a fight to keeps it’s air traffic control tower, the Regina Airport Authority could now be facing the possibility of losing it’s “international” designation.
 
M.P for Regina-Wascana, Michael Kram, said a Transport Canada document he obtained listing 13 international airports, did not include either Regina or Saskatoon.
 
Kram says it would be very concerning from a number of standpoints for Saskatchewan airports to lose “international” status.
 
“It is a big concern because it will hurt our city and it’s ability to attract new businesses,” Kram said. “It will also make it more difficult for families to fly down to sunny destinations in the winter, this would make us look more like a backwater destination, instead of an international city,” he added.
 
Kram says the term “international” is much more than just an honorary title.

Canada has since 2008 contracted the Beijing Shuangxiong Foreign Service Company, to run visa processing services for people seeking to visit Canada. The company is run by the Beijing Municipal Public Security Bureau.

Members of Parliament voted Monday to label China’s treatment of the Uighur Muslims a genocide, and to call on the federal government to formally adopt that position, without the support of the Liberal cabinet.
 
Prime Minister Justin Trudeau did not participate in the vote. Foreign Affairs Minister Marc Garneau abstained on the record while the rest of his cabinet colleagues were absent.
 
“I abstain on behalf of the Government of Canada,” said Garneau when he made his position known.
