When the word came that Prime Minister Justin Trudeau was going to make an announcement about foreign interference in Canadian elections, speculation mounted about what new thing this would be.

The answer was that there wasn’t much new, except for an unnamed new person, in the unfamiliar new role of “special rapporteur,” who would be empowered to recommend what should be done next. Including whether there should be an inquiry.

Make no mistake, this was a scrambling stall tactic, a way to hold off the critics baying for a public inquiry into Beijing’s interference in Canada’s elections. Those critics include the NDP, Mr. Trudeau’s partners in a parliamentary alliance that keeps his minority government in power.

And you know it’s a scramble when the Prime Minister strides into a news conference belatedly to tell us that in the coming days he will appoint an independent, eminent Canadian whom he can’t identify right now but, don’t worry, there are lots of folks like that in Canada.

The rest of the stuff Mr. Trudeau announced, such as reviews by bodies known as NSICOP and NSIRA, were already in the realm of business-as-usual, and already rejected by opposition parliamentarians as not transparent enough.

NSICOP, for example, is a committee of parliamentarians but not a parliamentary committee – it is a body that reports to the executive, sworn to secrecy and under the security rules set by the government.

We were told that Public Safety Minister Minister Marco Mendicino is tasked with launching consultations on creating a foreign-agent registry, which is a good thing and, as it turns out, something the government had already announced in December.

In fact, the first 10 minutes of Mr. Trudeau’s news conference was an exercise in running over old news about what the government has done in the past about foreign interference, or national security, or oversight of national security, before getting to the appointment to come of an unnamed person.

But let’s not miss the thing that has happened here: Mr. Trudeau made a half turn.

On Feb. 23, when wind power generation produced an average of 10 megawatts throughout the day, you would have needed two wind turbines covering every single square mile south of Gravelbourg, from the Alberta to Manitoba borders, to provide the same amount of power as natural gas and coal did that day. Or, you could have around 10 reactors.

To grasp government intentions requires a little work, because every third word of the relevant documents is in Māori. Sometimes a single incident efficiently summarizes a larger trend. So it is with New York University’s selection of its new president, Linda Mills, a licensed clinical social worker and an NYU social work professor. She researches trauma and bias, as well as race and gender in the legal academy. She is a documentary filmmaker and teaches advocacy filmmaking. She serves as an NYU vice chancellor and as a senior vice provost for Global Programs and University Life. In all these roles, Mills is the very embodiment of the contemporary academy. The most significant part of her identity, however, and the one that ties the rest of her curriculum vitae together, is that she is female, and thus overdetermined as NYU’s next president.

Mills is part of the Great Feminization of the American university, an epochal change whose consequences have yet to be recognized. Seventy-five percent of Ivy League presidents are now female. Nearly half of the 20 universities ranked highest by Forbes will have a female president this fall, including MIT, Harvard, and Columbia. Of course, feminist bean-counters in the media and advocacy world are not impressed, noting that “only” 5 percent of the 130 top U.S. research universities are headed by a black female and “only” 22 percent of those federal grant-magnets have a non-intersectional (i.e., white) female head.

Truthfully, I’m not sure we’d have curtains.

Female students and administrators often exist in a co-dependent relationship, united by the concepts of victim identity and of trauma. For university females, there is not, apparently, strength in numbers. The more females’ ranks increase, the more we hear about a mass nervous breakdown on campus. Female students disproportionately patronize the burgeoning university wellness centers, massage therapies, relaxation oases, calming corners, and healing circles.
