Our Chinese-Installed Government In Ottawa

Immigration, multiculturalism, democracy – pick any two.

As Canada’s snap election unfolds under the shadow of foreign interference—following the resignation of a Liberal MP accused of suggesting his Conservative rival could be handed to Chinese officials for a bounty—The Bureau has uncovered new allegations that Chinese agents attempted to intimidate voters and the Conservative incumbent in the same Markham–Unionville riding during the 2021 federal campaign. The revelations raise urgent concerns that similar tactics may be resurfacing in Toronto-area ridings with large communities of immigrants from China and Hong Kong. […]

According to multiple senior figures from Erin O’Toole’s 2021 Conservative campaign—who spoke on condition of anonymity due to the sensitivity of intelligence disclosures—O’Toole’s team was briefed by Canadian intelligence that Chinese officials were actively surveilling Saroya during the election. One source recalled being told that “there were Chinese officials following Bob Saroya around,” and that “CSIS literally said repeatedly that this was ‘coordinated and alarming.’”

“Bob lost because the Chinese vote abandoned him,” the source added.

When asked to respond, O’Toole—who stepped down after the 2021 loss—acknowledged awareness of voter intimidation reports but did not say whether CSIS had informed his team about alleged Chinese surveillance targeting Saroya.

“Our candidate Bob Saroya was a hardworking MP who won against the Liberal wave in 2015,” O’Toole wrote. “He won in 2019 as well, but thousands of votes from the Chinese Canadian community stayed home in 2021. We heard reports of intimidation of voters. We also know the Consul General from China took particular interest in the riding and made strange comments to Mr. Saroya ahead of the election. It was always in the top three of the eight or nine ridings that I believe were flipped due to foreign interference. The conduct of Mr. Chiang suggests our serious concerns were warranted.”

Garry Clement- Canada Is Losing the Battle for Its Own Sovereignty

Canada’s relationship with China is complex, touching trade, diplomacy, and immigration. But beneath the surface lies a deeper and more troubling dynamic: China’s strategic infiltration of Canadian politics and institutions. From covert funding of candidates to media manipulation, the fingerprints of Beijing’s United Front activities are increasingly visible. Yet for years, the Canadian government has turned a blind eye to the encroachments—ignoring repeated warnings from CSIS and other allied agencies.

Beijing’s decision is final. Chiang stays.

Update for chewy new awkwardness:

Canada’s election threat monitoring body has confirmed that national party leaders received a classified security briefing late last week, as public concerns mount over threats tied to transnational repression and a widening controversy involving Liberal MP Paul Chiang’s remarks about Conservative candidate Joe Tay.

The revelation came Monday during a public update by the Security and Intelligence Threats to Elections (SITE) Task Force. Allen Sutherland, a senior Privy Council Office official and SITE leader, confirmed the briefing referenced today by Prime Minister Mark Carney covered high-level threat assessments and involved security-cleared representatives from each political party. While SITE would not confirm whether Chiang’s remarks were specifically addressed, the timing suggests they may have been a factor.

Sam Cooper;

According to The Bureau’s analysis of prior CSIS reporting, comments by Chiang—a former police officer in the Markham area—reflect a longstanding pattern of election interference by the People’s Republic of China in Canada, including the use of Chinese-language media in Toronto, operating under consular influence, to amplify pro-Beijing narratives and promote candidates perceived as sympathetic to the Chinese Communist Party.

Former Conservative leader Erin O’Toole suggested Saturday that the riding of Markham–Unionville, where Paul Chiang unseated incumbent Conservative Bob Saroya in 2021, was among several successfully targeted by Beijing’s interference operations—part of what he says weakened key Conservative campaigns and ultimately contributed to his resignation as party leader.

Chiang, the sitting Member of Parliament and a candidate for re-election, was quoted in Ming Pao suggesting individuals could “claim the one-million-dollar bounty” placed by Hong Kong authorities on Conservative candidate Joe Tay—by bringing Tay to the Chinese consulate in Toronto. According to reporting, Chiang also remarked that Tay’s criminal charge under Hong Kong’s national security law would cause a “great controversy” if Tay were elected to Parliament, before issuing his bounty comment to laughter among the gathered Chinese journalists.

Chiang issued a brief apology after the remarks surfaced on Thursday. But the backlash has only intensified, with Conservative leader Pierre Poilievre accusing Chiang of echoing Chinese Communist Party repression—and Mark Carney of turning a blind eye.

“Liberal MP and candidate Paul Chiang’s heinous call to turn over a Canadian citizen to the authoritarian regime in Beijing in return for a Chinese Communist Party bounty is no accident—it reflects the Liberals’ long-standing mockery and neglect of national security for their own partisan gain,” Poilievre said Saturday.

“Carney is weak and compromised by money his company owes Beijing. His silence on these deplorable comments says it all. Carney must fire Paul Chiang as a candidate.”

Veteran democracy activist Cheuk Kwan, co-chair of the Toronto Association for Democracy in China, surfaced Chiang’s remarks Friday and called for the MP to resign.

“This is shocking. Mr. Chiang openly encouraged people to assist in China interference and transnational repression,” Kwan said. “Rather than protecting Canadians, he betrayed them and jeopardized their safety.”

Kwan noted that the bounty on Tay was issued by the Hong Kong Police Force under its new national security laws, because Tay runs a YouTube channel in Canada that is critical of governance imposed from Beijing.

I’m old enough to remember the Chinese police station story that quietly died away.

Lilley: Carney is, for far, standing by Chiang’s call to hand over a Canadian citizen to China.

Speaking bluntly about the nexus between Chinese Triads and Mexican cartels operating in Canada, Asher said: “Of course, they’re in bed with each other. This is why Tse Chi Lop lived in Toronto… These cartels are now designated as terrorist organizations. That changes everything—how we prosecute them, and what tools we can use.”

Sam Cooper- Toronto Liberal Candidate Paul Chiang’s Bounty Remark Sparks Transnational Repression Concerns Amid Chinese Election Interference Fears

Paul Chiang, the sitting Member of Parliament for Markham–Unionville and a candidate for re-election, was quoted in Ming Pao, a Chinese-language media outlet, suggesting that individuals could “claim the one-million-dollar bounty” on Joe Tay, the Conservative candidate in Don Valley North, by bringing him to the Chinese Consulate in Toronto.

The Libranos: Bedfellas

Thread by @SNewmanPodcast;

Two powerful men secretly orchestrated Canada’s financial destiny for over a decade.

One was caught in a MASSIVE money laundering scandal.

The other just became Prime Minister.

No one’s talking about their connection. Until now…

Frank McKenna: TD Bank’s Deputy Chair since 2006.

Mark Carney: Former Bank of England Governor.

One stayed in boardrooms. The other now controls Canada’s government.

But they intersected at one crucial place that changed everything: Brookfield Asset Management.

The Libranos: Nice Riding You Have There

Be a shame if anything happened to it.

Chandra Arya, a Liberal backbench MP whose short-lived bid to replace Justin Trudeau as leader was cut short by the party, says he has been dropped as the candidate for the Ottawa riding of Nepean.

The 62-year-old has represented the riding since 2015.

National campaign director Andrew Bevan informed Arya of the decision in a letter Thursday, just days before an expected election call.

The move to remove him comes almost two months after the party also told Arya it would not accept him as a candidate for the party leadership.

Arya had already been nominated, but the letter says new information obtained by the party’s “green light committee” led the campaign co-chair to recommend that his “status as a candidate” be revoked.

Bevan does not include any details about the new information.

The only unfinished business is for our Chinese-installed Governor to smear Chandra Arya as a Chinese plant.

Sam Cooper- CSIS report says China infiltrated Provincial and Federal Party leadership races in 2022

Looking ahead to the impending federal election, there is evidence suggesting Pierre Poilievre was disfavored during the Conservatives’ 2022 leadership contest, owing to Beijing’s perception of him as hostile to Chinese interests. Meanwhile, Chinese media outlets have signaled Mark Carney was favored by Beijing’s networks in that recently concluded race, while Chrystia Freeland—Carney’s main opponent—was attacked on WeChat, a crucial vector of Chinese interference, according to The Bureau’s reporting yesterday.

The Bureau- Brookfield’s Deep Ties to Chinese Land, Loans, and Green Deals

A review of corporate documents reveals that Brookfield—the influential $900 billion Canadian investment fund from which Liberal Prime Minister-to-be Mark Carney stepped away from in order to replace Justin Trudeau as Canada’s leader—maintains over $3 billion in politically sensitive investments with Chinese state-linked real estate and energy companies, along with a substantial offshore banking presence. One of its major real estate ventures, a $750 million entry into high-end Shanghai commercial property in 2013, involved a Hong Kong tycoon affiliated with the Chinese People’s Political Consultative Conference (CPPCC)—which the CIA labels a central “united front” entity of Beijing.
