Well, if I just read that right, then Frankie is in hock to China, and is now the finance minister who will follow orders.
Off topic, but the Turd loved to embrace small men like Frankie, Seamus, et al.
That kind of behaviour will challenge “long pockets” Carney.

Given the value of the properties, Champagne could sell one, or more likely get a loan from a different bank.

One might ask why he couldn’t get a loan from a Canadian bank that has operations in the UK, like Bank of Montreal, or TD bank, or Royal Bank of Canada…

Unless the point was to compromise him using the Money part of MICE (Money, Ideology, Compromise and Ego).
