Offenders/Criminals should be asked one question: “What length of term in prison will make you stop?” This on the understanding that, if it doesn’t, then a subsequent offence permanently removes them from society.
Oddly enough, they’ve tried asking real criminals this. They will tell you upfront—someone messes with you, you kill him. In public. As a deterrent it works like a charm.

First off, people are NOT subjects, they are citizens. Secondly, Gubmint representatives 1st responsibility is to protect the citizens who have elevated them, as individuals, to seats of power.
Citizen recitative offenders are not just career criminals, they have chosen to be Outlaws(non-Citizens) as a lifestyle choice.
^Now the above statement^ used to mean more to me and differently, before I realized that Government was the Bitch of Elites who want to KILL ME instead of ‘Servant of the People’, than it does now. Citizens who just broke laws used to be outlaws.
