The reality is with the US withdrawing its interests, there are going to be a lot of nations that in short order may join the nuclear club. Top of mind are Poland, Finland, Germany, South Korea, Japan, and more. It’s not that hard – it’s 80+ year old tech. It’s just the access to the materials necessary, and if you have a longstanding nuclear industry, it’s not that hard to harvest them. And if I’m not mistaken, Finland has already indicated they may develop their own nuclear deterent in short order.
As for the CANDU, the Indians found it was perfect for that purpose.
