2. Of course it was filled with fraud and misrepresentations… that was the whole point.

I’ve worked with some trades people who were granted status of 3rd or 4th level apprenticeship by the federal gov’t and who said they had worked in the trade “in their country” (always the term they use) for years and years, and had no business being in the trade. They should be challenging to enter into the trade at the 1st year level, and then only if they can show basic maths skills, especially if they are from countries which don’t have anything in the building trades similar to how things are built in Canada/USA, such as Afghanistan. A man I met in Regina working in HVAC I had asked when he will be going to school for his next yearly upgrade, and he said “never” as school wasn’t for him, he didn’t really go to school “in my country” (his words) and he didn’t know math. An Afghan man of about 130 lbs married to an enormous gal from Montreal, minimum 300 lbs… Yes, I think that’s relevant information.

   Others I’d worked with who were J-men from Ireland and the UK, seemed to do well, the Irish guy in particular was one of the best “from away” that I’d worked with.
   As for folks from countries who cannot prove competency either by exam, or recognized school status, they have no business in working in the trade. I’ve recently sold quite a few items I’ve accumulated over the years in the trades to other people who said they worked in the trades for “a long time” and I’ve come to believe there is an overabundance of liars (gov’t refers to this as fraud) who happen to be from India now working in the trade I’ve worked in through these past decades… Good luck with that Calgary.

   I don’t have any interest in building houses for the federal gov’t program to build whatever millions of homes in the next decade for new Canadians. I’d “think about it” for 2x the wage, but it’ll be 3x the wage if I have to work with new Canadians while doing it.
