I don’t like it either but it is apparent that:
1. There is a standard at the moment, and
2. having a penis and competing as a woman does fit that standard.
Every “gender” should have their own competition. E.G. Men with penises identifying as females compete with the same. If modern society wants to recognize fantasy genders, then they should have to associate in competitive sports accordingly.
Then you’d need 72 different competitions!
Better to have one open category. Or perhaps open but divided into weight classes.

Having worked with the Special Olympics via a civic organization, these Olympians deserve much better support and admiration than that thought provides. The effort and courage to overcome your physical and mental disabilities that were not of your own choosing, compared to the idiots in this article, is very important to recognize.
