If you’re serious about solving a country’s drug problem, it’s so easy even communists can’t screw it up. The problem is that western globalists, to put it mildly, aren’t serious about solving the problem.
(China is doing quite well supplying fentanyl to American addicts, by the way, just as the CCP supported its war against the Republic of China government by their control of the opium racket in areas of China not yet under their control.)

The drug users inject into their feet, can’t get their shoes on because their feet have swollen and then walk around in their own poop. You’re not really helping these people by giving out 5.8 million syringes a year.
