So if an AI peer reviews and approves a paper generated by an AI, is that a conflict of interest violation?

Most criticisms of peer review are based on ignorance of how peer review works and what it’s supposed to achieve, with the additional demand that peer review be perfect all the time.
This story, however, is a legitimate concern.
