A taxpayer employed person telling people to kill themselves should be fired for doing such.
He can say whatever he wants but there can be serious consequences.
People do not forfeit their right to free expression when they become government employees, just so long as they do it on their own time, do not pretend to speak for their employer, do not dispense confidential information, and it does not intefere with their ability to do their job.
The university might decide the last item has occurred here. It’s open to debate. I suspect the courts lean over backwards to protect the free-speech rights of government employees.

Public universities are the government, and in the U.S. are held to the first amendment.
Private blogs aren’t. They are no more obliged to accept a comment than a newspaper is obliged to run a letter to the editor.

He has no such right. The right to freedom of association allows, generally, private employers to impose codes of conduct on their employees that can apply on or off the job. The Bill of Rights constrains only the government.
Now the extent to which universities which receive some public subsidies ought to be considered “the government” varies by state, but many public entities also have codes of conduct that prohibit political advocacy for or against specific candidates by their employees.
Even setting all that aside, the demographics of Trump’s voter base mean that there is certainly a significant number of Trump voters among the fraternities and sororities of U of O. Which means that this person publicly, aggressively counseled suicide for students under his authority. That isn’t a “freedom of speech” issue.
The University of Oregon is a public university, and thus IS the government.
This means that any employee is a government employee, and has considerable free-speech rights. There are limits to what such employees can say, but I don’t think this guy is outside of these limits. Maybe.

My fraternity at UC Berkeley included the UC Berkeley football team starting quarterback and wide receiver … the entire NCAA championship water polo team … a track and field star … and genius students. We all LOVED women … and partied relentlessly with them.
We didn’t have a single gay, queer, or transgender member. Wow. I guess colleges have undergone even more radical changes than I had suspected. Oh! And when Jimmy Carter won the presidency? We just laughed, mocked him … and planned our next sorority panty raid. No sobbing.
