SOME big cities, like Montreal, do not allow right turns on red lights, and if you’ve driven along other Quebec drivers in Montreal, you begin to see why.
However other cities do allow for red-light right turns, like Gatineau, across the river from Ottawa, or Laval, the island neighboring Montreal island to the north. I’m not sure about the south shore, but I would imagine some of those jurisdictions would allow right turns as well.
In fact, prohibiting right turns on red lights is really the exception, not the rule.

I live in Ottawa for 4 years and commuted like a good little lemming because I worked downtown. There are a couple of roadways that are reserved for busses. And limos carrying our overlords, who can’t be stuck in traffic like the rest of the unwashed.
Let’s import a couple of million more people and not enlarge the infrastructure.
As a former resident of Ottawa for the past 28 years, I sympathize, and wish you all the best.

Are road conditions tied to socio economic factors? Edmonton roads are terrible, people complain about the roads in Saskatchewan, but they have a smaller tax base..
Absolute worst roads i’ve ever encountered were in Quebec, Montreal, specifically. Huge potholes, rusty bridges with crumbling concrete above, terrible traffic, etc. ‘Best bike lanes in the world’, with their own signals, markings and infrastructure, though!
I used to have an engineering teacher who taught structures. His worse example of a load on a bridge was a train full of tanks. One day in Montreal, 40 years ago, looking at the decrepit reinforced concrete on my motorcycle, I saw it: A train carrying a load of Leopard tanks. And I watched it expecting the whole shebang to come tumbling down. It probably hasn’t improved.
Wait until we get more bloated EV’s on the highways…road and bridge disintegration is going to accelerate dramatically and parking structures are going to collapse.

Yes, I don’t particularly enjoy the gravel roads here in the boonies of SK, especially in the spring time when the snow melts, and the roads turn to mud, but you are correct about the lousy roads in Quebec, especially in the big cities.
We all know the freedom to take a drive for an hour or a week is something special.
Driving and sometimes making a turn just to see where it goes and then finding some sweet little surprise.
But especially on a nice, smooth road.
That’s what they hate: Your freedom and enjoyment of life.

Just drove across Canada last summer, Alberta to Manitoba awesome, the rest of it, complete shit, but scenic if you are brave enough to take your eyes off the single lane road or take a brutal detour through the States.
The trans Canada highway passes through NW Ontario. At that point it’s in the Boreal forest and on the Canadian shield. It’s 2 lane for 100’s of km. All truck traffic travels this route across Canada for there is no alternative.
About 10 years ago a beaver damn let go and washed out the trans Canada highway shutting it down for a week.

I remember that washout…I was travelling with my family from Barrie to Calgary. We arrived in the area late in the Afternoon. Had to stay in a local towns hotel, but they openend it up rather quickly if I recall correctly.
Hwy 17! Know it well! Nearly suffered a nose hit driving my U-Hall towing my car, as the driver of the other car decided he couldn’t wait before passing one of those rigs going in the other direction.
I avoided the collision by driving on the gravel shoulder… in a fully-loaded U-Haul… TOWING a car!
Translation: The highways in the Windsor-Quebec City corridor are adequate, and the rest of you can sod off.

That might be true if you never leave a big city. But not so much elsewhere.
Take out the bridge at Nipigon (or build one end a foot higher than the other) and east west road traffic on the TCAN stops.
Have a road blockage at The split at Kakabeka Falls and you gotta drive south through Minnesota to go east or west.
Drive across Newfoundland and rattle your teeth loose from the potholes. (They fill them every year with VW Beetles)
Drive through Montreal and look out for falling concrete if you don’t break your car on the rough pavement first.
Drive through Toronto and burbs and waste 3+ hours of your life driving the 401 or spend $70 on the 407. ( you can drive Buffalo to Albany for 9 bucks on the thruway
The road infrastructure in Canada is atrocious.
Then there is the completely dismal cell service across the country anytime you drive off of the TCAN especially in the BC mountains.
