Doesn’t matter if he is expelled or not. If it is the consulate policy to find out who is susceptible to pressure, and to apply that pressure, then it doesn’t matter who staffs the place; the policy will still be implemented.
Expelling him sends the right signal, though, and also CSIS and the RCMP should be surveilling the living daylights out of all diplomats.
But, this is Canada, so whatever.
Better yet, lets imprison the guy for a couple of years, like China does.
