The cops are forbidden to show for little things like feces throwing, but the city councilors sure get mad if you send them videos of it:

As long as there is no consequence for abysmal execution of one’s obligation to the tax payer and no expedience to provide that service, you will continue to employ thousands of civil servant pushing paper and platitudes until they reach retirement.
