The problem is how academe functions nowadays.
Part of an academic’s job is to bring in external funding. That’s one source of revenue from which university departments use for their operations, even though they are supported by the government. But, in order to qualify for that money, one needs to convey to the funding agency that one is productive and will put that cash to good use.
The chances of being funded increases with the number of publications one adds to one’s CV. Consequently, some academics will find ways of doing that. They can, for example, slice and dice their data sets so that they can produce several mediocre papers when, if they had used all of their results, they could have written one or two really good ones. (There’s another reason for that. More publications means that the number of citations one receives increases and, thereby, raises one’s visibility with one’s peers.)
One reason why happens can be summed up in one word: tenure, namely the promise of having a job for life, along with a seat at the golden hog trough. Abolish that, and many of the shenanigans one reads about will end very quickly.

When taking college physics courses … there was a massive no-no that the instructor could usually detect. It was called “dry-labbing”. When the experiment didn’t come out the way it should have … as was predicted … you’d simply go home and fudge the numbers. You would simply rewrite (change) the actual experimental results. If the experiment didn’t turn out as it should … the professor would want you to learn WHY. What did you do wrong that tainted the results. If you just faked it all … you’d never learn. The CAGW “scientists” haven’t learned. It’s ALL fake! The Godfather of CAGW … Michael Mann is using the courts to block access to his “research”.
