The Crown railway acknowledged its operating deficits will average nearly $400 million a year to the end of the decade: “VIA Rail is ready to lead a new golden age in passenger rail service.””

    Does that include the ~$2.3 million per car for refurbishment, or the ~$12 million per car for new cars that the government is spending for a service that hardly anyone uses?
