Don’t be alarmed by recidivism, it’s very very low. They keep it low by changing the definition; if a guy gets outta jail and doesn’t commit another crime for six months, he’s considered rehabilitated. If he goes on to commit another crime a couple of weeks later, he’s a newbie by definition.
In one city in which I lived, the parole board claimed it was considered recidivism only if the rehabee committed the same crime or a more serious one, so a rehab’d drug dealer wasn’t considered recidivist if he committed a B&E.
At least, that’s the way they do it up here,I’m sure your governments have their own ways of manipulating statistics.
Btw, Chicago had only five murders in the first six days of 2019, down 4 from same period in 2018. Gun control DOES work.

Yawn. Toronto is a very safe city and has a pretty low crime rate. Basically, if you’re not in a gang/drug business, you have extremely little chance of being affected by any of that. Canada’s justice system mostly works just fine.
