LADWP has for years been the absolute kingmaker in the city of Los Angeles. They held the purse string due to their monopoly of water and power supply. Their rate is set by the politicians who needs their ‘contribution’ to the general fund city desperate needs. So they call the shots. They also have a slush fund to do as they please and their nominal oversight LA City Council is utterly under their thumb.
So as a longtime resident of LA, this does not come as a surprise.

It doesn’t matter what else “voters” wonder will be found; there are more foreign nationals voting in California than there are Americans. And they are gonna vote for Paul mugging Peter. The 350,000,000 retired California civil servants, are gonna vote for more pension (ie. Paul mugging Peter). The 400,000,000,000 homeless people who have infested California, are gonna vote for more free stuff (Paul robbing Peter).
California committed suicide. Anyone with the ability to leave who has not left yet, deserves whatever is coming.

Paradise, California, once had a population of 26,000. Only 2,000 have returned.
WaPo today had an article crying crocodile tears for the refugees from Paradise who have fled the county and even the state after the destruction of their town. Of course, these refugees are not being invited to live in fancy hotels at taxpayer expense for years at a time.
