If the USA was truly “unreliable” as the Globe and Mail states, Canadians wouldn’t do business with them, nobody else would. Money is the greatest coward, nothing sets money off more than uncertainty and Canadians are invested in the USA more than any other country.
I think the Globe and Mail’s editorializing is showing through in their bias.

But Canadian French is in fact French not Provencal, that is, based on the Latin used by the Franks and not by the provincial Romans. The Canadian accent derives from northern and second-language French, Normandy and Flanders.
