The joke’s on Trump. His new tariffs have a shelf life of 150 days. Further, these new tariffs might again be ruled illegal by the courts, as there’s no balance-of-payment crisis.
Presumably he wants to use Sections 232 or 301 to implement permanent tariffs, but those take a long time to gain approval for, and there’s a risk that they are turned down. Further, they would never be as comprehensive as using the IEEPA or Section 122.
The more Trump abuses his position, ignoring the separation of powers described in the constitution, the more reason he gives congress to reassert their full authority over tariffs.
