Even before it was legal, under Stephen Harper there were store front pot shops in Regina and rural Saskatchewan that the police never shut down.
Some of the people I worked with in 2010-2015 were buying pot and edibles online, paying for it by e-transfer, and if they ordered by noon they’d have it delivered between their screen door and front door in unmarked mailer packages before they arrived home at 4 Pm.
Some of the companies would provide “high miles” (a play on “Air Miles”) to them for buying in quantity, there is a company called High Miles which I think is separate from this entity.
One of the guys I worked with was a 2nd year apprentice at that time so he moonlighted in evenings driving / delivering these products to folks in Airdrie about 12 minutes north of Calgary. I asked if there was any fear in being caught as it was still illegal at that time and in each case with these people, getting caught doing this was the least of their concerns.
The police… well maybe it’s too complicated to pursue a pot case these days, they’re gov’t workers and everything they see is too complicated for them.
