Harping and karpping, pissing and moaning are kinda part of the human condition, maybe even, to some extent, scapegoating, and mindless blame games. It does seem like there is a subset of malevolent persons either so damaged, so hubristic, so self serving that they lack the ability to check themselves. Is this the personality type prone to writing poison pen letters, shitting on someone’s porch, participating in witch hunts and lynch mobs. Seems like a good fit.
