Blacklocks- Budget Bill Targets The Blind

Bill C-69 the Budget Implementation Act includes a rewrite of the Alternative Minimum Tax Act, section 127.52.l.j that denies 50 percent of deductions for the cost of purchasing essential equipment by the blind. “You can scratch your head and say, why are we targeting these particular measures?” asked Nikolakakis, partner with EY Law LLP of Toronto.

The bill cuts deductions for blind taxpayers “for the cost of a device or equipment including synthetic speech systems, Braille printers and large print on-screen devices prescribed by a medical practitioner and designed to be used by blind individuals in the operation of a computer,” said Nikolakakis.

  1. Liberals, not Conservatives, de-listed eye care in Ontario. What did Ontario electors do? Vote them right back in. This country and most of it’s people – suck.

    1. The conservatives pushed the annual year plus a day to 18 months for the basic eye exam which is still covered. Cataract surgery is covered as are other basic needs. You can of course pay extra for upgrades. I pay extra for a glaucoma examination as it was a problem with my parents.

  2. I think most politicians at all levels, but especially the federal Liberal Party have no clue as to how the economy works or what the words “debt” and “deficit” mean. They are like the latest generation – I think they are called Gen Z, who think that their credit cards reset every month and that they need only pay the minimum payment. I worked with a woman once who could not understand how her credit card amount kept growing even though she sent them the minimum payment of $ 500.00 each month. I asked her what her credit card interest rate was, she did not know. I asked her to bring in the credit card agreement, she had thrown it out. So I checked on line and she was paying the top rate of 29% per month. I asked her if she was still using the card and she said “only” for dinners in restaurants. I told her that she had to cut up the credit card immediately OR at least put it in water and freeze it and then to contact the credit card company have her rate reduced. She DID call the company and had the rate reduced to 11% but kept on using the card, so kept on going deeper in debt. Sometimes people just do not want to have financial literacy. It is always “someone else’s fault that they are poor”.

  6. Alternate Minimum Tax is a tax on poor people who have an occasional windfall. Rich people don’t pay Alternate Minimum Tax. Their normal income tax covers the minimum tax.

  7. This is weird. I wonder, however, if it is geared towards welfare fraud. I seem to recall Greece (when Germany bailed them out of their financial difficulties a couple years ago) doing an audit and finding out that nearly 80% of the Greece populous was claiming to be heavily visually impaired or “legally blind” so as to receive welfare payments.

  10. With all due respect.. Being unemployed is a disability.. Hungry, homeless and scht out of luck.. No government funded magic fingers or wheels under their rear ends..

    Money isn’t just tight.. We don’t have any.. If our gold plated disabled need to tighten their belts?.. Join the club..

    1. John – have you ever looked at the extra costs of being disabled? The current federal/provincial “credits” don’t even begin to cover the extras required. Even if a taxpayer is able to claim the costs through medical expenses, the most one gets back is 25% of what one paid out (and that is only after one’s medical expenses exceed the 3% issue). As one who has disabled family members who – at one time or another – may reach your “gold-plated” range due to a one-time event, this is still wrong. There are so many other costs associated with disabilities – blindness in this case – that are NOT allowable deductions – that this should not be an issue.
      Would you feel the same if the restrictions also applied to housing renovations which applied to those who required wheelchair access?
