Blacklocks- ArriveCan Files Were Deleted
Auditors tracking irregularities in the $59.5 million ArriveCan program have complained they’ve been unable to find key records including thousands of emails on Doan’s laptop. Doan testified he mistakenly corrupted the files while trying to replace a battery.
The incident occurred in 2023 while ArriveCan investigations were underway. The committee has been told more than 1,000 records were lost. “How many emails?” asked Liberal MP Parm Bains (Steveston-Richmond East, B.C.). “I couldn’t tell you,” replied Doan.
What a pile of BS. All emails would be recoverable from the mail server or backups of the mail server. This isn’t 1995.

the emails would appear the next time the owner of the email account signed into the account on a new laptop, or any old computer at the public library.
I think kids in grade 1, or grade 4 are taught this, or whenever they’re introduced to email in primary school.

It appears that he engaged in activities specifically to avoid the ATI process, as well as destruction of government property.
Was any effort made to repair the files, or did he just format over them on purpose?

Doing a hardware upgrade without first completing a full backup would normally get any laptop user severely disciplined or fired. But it was an “emergency” after all.

If the email client is configured to use POP/SMTP, when it downloads the mail, the copy on the mail server is deleted.
If the email client is configured to use IMAP, copies stay on the mail server until deleted by the user.
All these people saying “they’ll show up on any new pc” or “they’re stored on the mail server” don’t know what they’re talking about, and it shows.
…as to copies on the laptop allegedly destroyed by “corruption” when the battery was changed, any halfway decent data recovery outfit could get them back, and a real forensic data recovery outfit could get it back even if they formatted the drive, so I think the data was “corrupted”, but not the way he said it was, but rather the corruption is on the part of the user.
All of that’s only true if the client is configured that way. There’s nothing inherent in the POP3/IMAP4 protocols about deletion.
And it’s also irrelevant, because the federal government uses Microsoft365. We kind of do know what we’re talking about.
Way to double down on BS.
1. The fact that they use a given e-mail client (in this case MS 365s Outlook, if you are telling the truth) has zero bearing on how it interacts with the server, that is determined solely by the settings in said e-mail client.
2. The default setting in MS365 mail client (aka Outlook) if pop3 is used is to delete messages off the server after downloading.
3. These settings behave the same for the Microsoft Office e-mail servers.
Assuming he did “accidentally” corrupt thousands of emails, I would expect the first twenty emails he sent out after the corruption would have been “I’ve lost all access to my emails…can you please resend this…let me know if there was something important you needed my response on…” or some variation thereof. If there are no emails around that time like that…he’s probably a liar.
Its Kabuki theater for the plebes. If it were not, the CPC would be calling for forensic analysis of said laptop’s drive.
