Patent a device that when it rains, the solar panels will rotate so the backside is exposed to the rain/hail. Install a thick plate on the backside to protect the panels.
I like it! It milks government money back my way instead of the other way, and I just know it’s going to take lotsa fossil fuels to build them thick plates! It’s a two-fer!
