JB: That head chopper was never sent to prison. Instead, he was judged to be not criminally responsible because of mental illness. He was confined to a psychiatric hospital for a short period, where he was cured, then released and given a new name. We can only hope that he is continuing to take his meds.

I lived in Toronto for a while during the early 70’s. Too big for me but not a bad place. I was there in the spring for a few days and all I could think was, “What an ugly shithole!”
I was there mid-nineties, still a good place but it was changing.
Flew down in ’89 & ’91 to visit friends in Hamilton & do some research at McMaster & the ROM.
Coldest city I’ve ever been to. And I’m not talking temperatures, either. Tried asking for directions to the ROM, people staring at the sidewalk just in front of them, they’d sooner walk over you than talk to you. Tried asking a cop, nope. Asked a delivery guy, same. After trying to talk to him, I soon found out I was only a block south. In another lifetime I was a truck driver, people always asked me for directions.
Never been back, unlikely to return. Friends moved away, research done, paper was complete. The entire city can wash into Lake Ontario for all I care.

Regina is like any other urban city. It has a decent core, then it is rotten around the core , and good on the outside. Stay out of the area between the core and the outside and it is just as safe as any city in the country. Regina just has a larger rotten section around the core than most.
Regina is the capital of Saskatchewan. It is surrounded by many first nation reserves. It attracts many people who want to be closer to the government largesse.
I would posit that it is safer than Winnipeg though they have very much in common.
