  1. For many decades, hundreds of thousands of Quebeckers have left the province in late fall to spend the winter in Florida. As various audits of unemployment insurance payments have discovered over the years, it was not unusual for Quebeckers to apply for unemployment insurance before they left for Florida and have the benefits cheques sent to them in Florida. CERB was built on the framework of the unemployment insurance program, so it is not surprising that some CERB payments went to foreign addresses.

    1. Correct me if I’m wrong, but aren’t you supposed to be looking for work on a regular basis while getting EI? I got EI once, for a short period back in the 90’s & I had to provide evidence I was actively looking for work, copies of job applications, signed forms I’d had an interview, etc.

      Or has that changed?

      1. DB: In theory, you were supposed to be looking for work. In practice, there were few, if any, checks on whether you were or were not looking for work. If the UI people sent you a questionnaire on whether you were looking for work, family or friends could always answer yes for you.

          1. The Quebeckers have a system where the UI cheque is sent to a Canadian address. Family or friends pick up the cheque from that address and forward it to the Florida address where the Quebecker is resident for the winter. Simple.

            And by the way, the staff at the Unemployment Insurance office sending out the cheques to Quebeckers are also Quebeckers. All involved think that taking money from the rest of Canada is an entitlement, not a crime.

      2. When I was on the dole in the 1980s, the government simply accepted my word that I was looking for another job, though I could have provided all sorts of proof that I was. I had a stack of PFO (please **** off) letters.

  3. Idris Elba probably got a cheque, as the Liberal Party likely hired him to keep Sophie serviced and in the fold as we know Justin couldn’t even if he wasn’t queer as three dollar bill. When she couldn’t travel, they had to lay him off.
