Hmmm… Interesting observation.
Horses are not pets. People who have made that mistake always see tragic results. Either badly injured people or, worse, ruined horses. Being an “animal lover” does not make a person an expert on all things animal nor does it give that person any moral high ground. City people have a storybook idea and need to get into reality. The people that want all animals placed in care are unwilling to pay the cost for such. They are not benevolent but are living in a fantasy where they tell themselves there poo is an alternative to air freshener.
Packing plants do have their place. Many peoples have consumed horses through history.
When natives first encountered Spanish feral horses the question was “eating”. Riding didn’t come up until they saw some Spaniards riding horses years later.
Now-a-days it is mostly (not all, unfortunately) unmanageable horses that end up in Ft. Macloud.
When dealing with a problem horse I found whispering “Ft. Macloud” in its ear straightened it out real fast. Just like how some parents scare their kids.

I recall at every 4H show & sale I competed in there were girls crying about their [pet] steers heading to market.
I’m told my grandfather used to raise mink in Saskatchewan. He’d purchase an old plug, butcher it & feed it to the mink, who required lean meat. Dad even noted that occasionally horse meat would find it’s way to the dinner table. He described the meat as somewhat sweet.

I am excited to see the mandate to add more parkland to major cities. This will be very helpful in the coming years as people who can no long afford houses due to climbing interest rates and inflation, will at least have a place to camp within city limits.
