It’s interesting to note that shoplifting wasn’t mentioned at all, or the closures of Walgreens, cut-back hours for Target, etc. They specifically say “[if] you do come to San Francisco and commit a crime, you will be arrested by this police department.” That’s not true. If you shoplift less than $950 of merchandise in a single incident, and happen to get caught, you’ll be written a citation – no arrest. And if you fail to show up for your court date, you may have an arrest warrant written up – but probably not. The DA’s aren’t interested in pursuing criminals for misdemeanor citations.

    As long as there’s no punishment, crime will flourish. I spent many months in NYC in the early 80’s, and remember the graffiti, trash, and crime (I saw one purse snatching in broad daylight right outside Grand Central Terminal). It took Giuliani and his clean-up-the-city program to make NYC safe again – when I returned in the early 90’s, it was a pleasure to walk around and feel safe, even in the [now clean] subway.
