    Well, no, it doesn’t. It states that incarceration shouldn’t be the penalty. Fines, community service and limited mobility outside of jail are already given as sentences for some crimes.

  12. Drug trafficking shouldn’t even be a crime at all. Further as the first couple of comments point out Joe’s comment does not mean no one gets prosecuted.

    1. Unless they are literally force-feeding drugs to people, drug dealers aren’t ‘foisting’ anything onto anyone. All voluntary transactions.

  15. Some of them should be put in jail. Some of them should be put in prison, which is where (in the USA, anyway) felons are confined. Joe Biden, who has a degree in law, seems to be unaware of the difference.
