Obama has too much political capital invested in propping up the failed state / Iranian proxy habitat known as Palestine to let it fail from civil suit damages awarded by a US Court. If it weren’t for US and other Western progressive aid, the PA and PLO would likely disintegrate. The US has always supported both sides of the Palestine-Israel unfinished war. It’s a key plank of the schizophrenic American foreign policy tradition ironically threatened by the equally traditional litigious US civil court system. Trudeau, May and Mulcair would likely agree with Obama.
