They’ll just take the ammo.

The changes require — for the first time in Canada — gun owners to lock away all ammunition. At present, guns must be locked, but not ammunition. The proposed rules will require all gun owners to install a locking box or safe in their homes.
Toronto lawyer Ed Burlew, one of Canada’s leading experts in firearms law, described the proposed regulatory changes as “monstrous.” He said police already routinely charge lawful firearms owners with unsafe storage — a criminal charge — and that with the changes, more otherwise lawful citizens will be criminalized.
“It is not unintended consequences,” Burlew said. “This is a move to increase the ability of police to prosecute firearms owners for regulatory infractions.”
The draft regulations, made public recently, are currently in a 75-day review period. The public has been invited to tell Natural Resources Canada if they have concerns — before the end of June — and the final regulations will come into force in the late summer or early fall.

  1. I will be calling my MP first thing in the morning. Not only do I want these regulatory changes cancelled, I will be demanding that every bureaucrat that had a hand in writing these new rules be fired. IF the conservatives ever want to see another donation from me they better axe every single little turd that tried to get these regulations passed.
    To that end, lets see if we can’t get the names of every bureaucrat involved in these regs. Time to go on the offensive.

  2. I’ve already got a very large locked box – it’s known as my house. I have no plans to change anything except you can be damn sure that my Conservative MP will be getting an earfull from me in the next couple of days. I’ve probably lost hundreds of rounds of ammo in various places where they get tossed after coming from the range, I keep finding rounds in jacket pockets or fallen into boxes.
    What about those people who bought 20-50 thousand rounds before C68 got passed? The only locked storage container for this amount of ammo is a house or locked back yard shed.
    I thought PMSH said he was getting rid of the firearms act; if this is an attempt to get statist regulations in through the back door then he better damn well be prepared for a resurrection of the Reform party in the west. We all know what happened to Kim Campbell’s government when C19 was passed.

  5. The PM never campaigned to end the Firearms Act(C68), only to end the non-restricted registry.
    Even though the CPC is in power, the unelected bureaucrats still run the ship, and pretty much make up new rules and regulations as they go.
    I laugh at everyone that is soooooooo happy about the LGR being gone. All this talk about getting our “freedoms” back and rolling the nanny state back bit by bit. Bullcrap. C68 HAS TO GO. Without that, everything else you do is for naught.
    The worst thing about it, is that the PM and CPC won’t do it, less they look too evil in the eyes of the public and MSM.

    The enemy is not the CPC … it is the Ottawa government agencies and the tax sucking parasites that populate them.
    Time for MORE budget cuts and plenty of firings.
    I’d say a good government policy would be zero tolerance for any infraction by a civil servant.
    Break a rule … get fired … period.

    Explosives Regulatory Modernization, Explosives Regulations 2012
    Purpose: To inform, consult and collaborate with industry and OGDs on the proposed changes to the Explosives Regulations that are slated for pre-publication in the Canada Gazette 1 in March, 2012.
    Target Audience: Throughout this timeframe, a number of industry consultations will be held in addition to the consolidation of feedback/response from industry/ general public when the proposed regulations are pre-published in Canada Gazette 1.
    Intended Outcome: The Explosives Regulations, 2012 package introduces new requirements that reflect existing industry practices and standards. This initiative will clarify regulatory intent through better structure and clearer, simpler language, use modern regulatory concepts and reflect evolving technologies and business practices.
    Time Frame:
    Canadian Explosives Industry Association (CEAEC – two-day Annual Meeting early December)
    Pre-Publication of proposed regulations is scheduled for late March 2012. The package will be posted for a 75-day consultation period.

  9. Because these changes appear to be undertaken within the confines of the Natural Resources department as opposed to an amendment to some act of Parliament, many MPs are probably not even aware of them.

    Apparently Harper is disappointed because his law extending Human Rights protection to transgendered people didn’t pass the senate before Parliament ended last year. Apparently we would not be allowed to dispute the opinion that a man with his dick cut off is a women.
    Kim Campbell extended gun control and the Progressive Conservatives lost me. I’ve got Harper on probation right now.

  11. Government regulation is incremental tyranny, whether or not it is regulation that you feel affects you directly. That is how they sell it to the public, in bits that only affect one part of the population at a time.
    Today it is gun owners, tomorrow dog owners, the next your small business.
    They can easily spend more than a million dollars on a study to see how alcohol affects the rates of infectious diseases in prostitutes in China, so why not do a study on how much crime is connected with Canadian firearm owners by not separately locking up ammunition, before adding even more regulations?
    The answer is because they already well know the number is inconsequentially low to not at all. Public safety is not the primary concern, and that should be worrisome to everybody regardless of how it affects you personally.

  16. Called my conservative MP, now I’m going to look up what’s the best way to bury guns in the yard. Although I could ask an old neighbors father as they had them buried back in Holland, when other more forceful bureaucrats didn’t like private ownership of firearms either.

    This statement demonstrates the absurdity of the new regulation. According to the spokesman, I can store my ammo in a small cardboard box,as long as it’s got a lock on it.
    This is harrassment of gun owners,by people who don’t believe in private gun ownership.

  19. Unfortunately, my MP is an idiot dipper who would probably say that this bill doesn’t go far enough. Ill have to email the nearest conservative MP, but I wouldn’t expect much out of him either.
    The current conservative party is a joke. I’m more and more in favor of the west separating and kicking the socialists out.

  20. If you don’t have an MP worth emailing on this issue (mine is Boob Rae), I suggest you email Chris Alexander.
    Alexander took his riding from Mark Holland in the last election. There was a VERY strong presence from Canadian gun owners in that election, with many thousands of dolars donated, and volunteer participation. Alexander owes his seat, in part, to Canadian Gun owners, and I suspect he knows it.

  21. Another example of the Harper government being unable to rein in the malicious biases of their regulatory administrators. Most of these termites burrowed into fed bureaucracy are Liberal hires who have a seething antipathy for Harper policy and do whatever they can to counter it.
    Normally I’d say this was just another example of bureaucrat regulation making in complicated subjects which they have no experience with which gives the laws nebulous definitions which do more civil harm than good. But in this instance I read this as the anti-gun left in the federal administration laying out as many cheap shots as they can on gun owners to spite the Harper government for dismantling a useless money sucking gun regulatory administration.
    Not only is nebulous law like this civilly dangerous (because malicious cops and regulators always take undefined regs as an invitation to abuse their authority), but it is also physically dangerous because those who hand load ammo for target shooting now have to store smokeless propellant (low volatility gun powder) in sealed locked containers. Modern gun powder is a low level inflammable when not confined but once confined in a safe or locker or rigid storage container it is a class 2 explosive. The best storage for Ammo is in open containers in a cool dry place out of sight in a locked room – there is no such recommendation in this explosives act so I must assume the drafters are either ignorant of the properties of modern smokeless powder (which is truly dangerous to have them writing explosives regulation) or they are purposely vague so police can virtually cite any storage of ammo and components as illegal or dangerous.
    I think the latter is probably true. There is a lot of malice in officialdom for firearms owners and the Harper government. The good news is firearms owners have a big win under their belt and are not going to take this second class citizen Shiite from officials any longer. I suspect the quisling who penned this regulation is about to be pink slipped for causing this embarrassment to the Harper government. Time has come for the Harper government to start slapping down these malicious quislings in the fed bureaucracy.

  23. Wait until you can’t store more than a gallon of gasoline in your garage for the lawnmower. Complete with a padlock on it of course.
    Soon you will be forced to locking your car keys up in your home because someone may get their hands on them, steal your car and kill someone.
    Why not include a big secure safe in the home for alcohol the number 1 factor in many various crimes.

  26. This may seem ominous but it lacks the weight of law….Act of Parliament….
    Here in Ontariario, various regs referred to by the constabulary….require trigger locks on firearms in locked cabinets. This is does not reflect statute….C19. Which merely requires storage in a locked cabinet OR trigger locks OR removal of critical components eg firing pins, bolts….
    Then there is the provision in C68 allowing maintainence of an UNSECURED unloaded firearm and UNSECURED ammo readily available in areas where “dangerous wild life is present”.
    Here in Southern Ontariario we are blessed with ther extension of the black bear….no longer a critter only encountered in the distant northern marches but in close proximity, near an within large urban areas.

    “Likely” in this context means that the regs will be so vague, like the firearms safe storage regs, so as to warrant a charge in all circumstances.
    As the Firearms Act is written, there is no way to store your firearms that cannot result in a charge if an official so desires.
    What Arpin means, is that after a costly legal battle, you’ll likely to be found in compliance with the regulation.
    It’s all about punishment by process and making it too difficult to continue owning this stuff.

    It’s not a bug, it’s a feature, and it’s used all the time to charge people when nothing else works.

    Go selectively after the NDP too. Under Audrey McLaughlin (the only working class leader that the “workers’ party has had in decades) the party opposed Bill C-68 right alongside of Reform.

  37. This doesn’t surprise me at all. There are all sorts of junior G-men who feel their duty is to go after gun owners. One time in the late 90s I was buying a few hundred rounds before the laws changed to requiring a license for ammo purchases. After the cashier handed me my change, she asked me if I’d like to enter a contest … some kind of prize draw. I said no thanks, and she replied that I “had to enter”. I started laughing, thinking she was joking, but it became quickly apparent that she wasn’t. I left without complying and she was glaring at me like I’d just killed her puppy. Obviously there was some sub-rosa data collection going on.
    I agree with other posters that there needs to be a major legislative change to prevent wiggle room among the authorities, bureaucrats and even private business from harassing gun owners.

I personally don’t own a gun, but am outraged at the never ending battle to criminalize those who do. This kind of political chicanery makes you folks look bad. It fools no one. Its the old bait & Switch policy making. Like ED the Red did hear in Alberta that so endeared him to the populace. He took away health care premiums, while tripling Blue cross. Looks like you people took away the Gun Registry, only are now creating ammunition laws that bring back all the odious intrusion with hyper police powers to intrude in none criminal citizens lives or persecute them for owning a tool.
    With the usual persecution by process even if you win mentality. Like the HRC’s.
    I’m sure you will review this attempt to bring back making gun owners criminals without rights. I know you work hard for as free Canada.

    When will people stop being afraid of an instrument & put the blame where it belongs on thew Human? At 8 years old I used to shoot Gophers in farmers fields for 25 cents a tail. I went to Navy League cadets, where both Girls & boys learned gun safety. Ask yourself. Was it safer than, Or Today! What is society like now, when the only people allowed guns are criminals? This gun hysteria only helps the evil amongst us. It sure does not stop crime or help police.
