If you check the stats you’ll discover that murder rates per capita are higher in most western cities than Toronto: toronto is well done the list. At any rate, the total is not “way more” than Afghanistan, it’s much less.

I think that the tactics being used in Iraq (the surge) is something that can be adapted to gang and thug crime in NA cities. It takes political will and guts to do this though – and that is what is in short supply right now.
Most people turn a blind eye to gang murders in places like Chicago and Toronto because the attitude is the more these dumb black guys kill off each other the better (i.e. they are stupid blacks who are so stupid that they can be provoked to kill someone for a perceived dissing – you do have to admit this is girly boy behaviour – so let them kill each other off and get rid of this filth).
However, when people start seeing and witnessing a real murder on the congested 401 where everyone can see a guy trying desperately to get out of a Lexus in heavy stop and go traffic and then gets shot dead on the side of the highway in front of hundreds of people – then people realize that a stray bullet here or there might actually hit a ‘normal’ person and therefore they start to realize that this stuff does affect all citizens of a city.
I think that if cities like Chicago and Toronto want to get serious they need to do a surge and put more boots on the ground. There should be checkpoints and searches in and out of gang neighbourhoods. There should be a police office and checkpoint in every public housing complex – a requirement of being admitted.
There should also be police offices in privately owned apartment buildings where gang crime is rampant (the rent is subsidized, etc.). Possibly tie tax rates to upkeep failure rates and crime rates in these apartments. Privately owned apartments are notorious for being driven into the ground to make a buck (and then they wait for the big condo re-development). (I’ve personally seen a good apartment building full of little old Jewish retirees – who took no guff from apartment owners – turn into a Russian slum complete with Russian gangs, serious drugs, serious Russian prostitution, etc..)
If politicians are willing to do something like this they will stop this problem. An apartment is something that is very easy for a gang to control if you let them – just don’t let them.

There were 84 murders in Toronto in 2007 – so in one year almost as many people were murdered in Toronto as all of our soliders’ in Afganstain since 2001 (BTW before you try to twist my words anymore, I fully support our mission there and I remember the cries of despair before 9/11 by all those concerned about the women and children suffering under the Taliban that someone should do something – well someone has done something!!).
