I for one have never understood the reasoning behind the cabinet shuffle. With the exception of flipping burgers and being a journalist, there aren’t that many jobs that you can develop great proficiency and understanding for if you only spend a year or so in that position. This also means that the deputy ministers and the other simple servants are really running the show and not the elected officials. By all means incomptetance should be dealt with but why make all the cabinet jump through the hoops?
