Consider the shortcomings list identified by the Auditor General, a list of wrongs which is a lot longer than what they did right.
 
Under Tam’s leadership, the agency failed to update its emergency management plan in 2018 as scheduled or review its pandemic preparedness in 2019 as required.
 
It fell short of effective data sharing, didn’t upgrade surveillance standards, had challenges with quarantine tracking and lacked the right technology to do the job properly.
 
And, as mentioned earlier as the most egregious flaw, Tam neglected “forward looking assessments” of what it would mean if the pandemic took root in Canada, opting instead for daily snapshots using a pilot program not approved for pandemic detection and analysis.

Well, that was clearly racist.

      Abstract

      Background: Severe acute respiratory syndrome (SARS) is caused by a newly discovered coronavirus (SARS-CoV). No effective prophylactic or post-exposure therapy is currently available.

      Results: We report, however, that chloroquine has strong antiviral effects on SARS-CoV infection of primate cells. These inhibitory effects are observed when the cells are treated with the drug either before or after exposure to the virus, suggesting both prophylactic and therapeutic advantage. In addition to the well-known functions of chloroquine such as elevations of endosomal pH, the drug appears to interfere with terminal glycosylation of the cellular receptor, angiotensin-converting enzyme 2. This may negatively influence the virus-receptor binding and abrogate the infection, with further ramifications by the elevation of vesicular pH, resulting in the inhibition of infection and spread of SARS CoV at clinically admissible concentrations.

      Conclusion: Chloroquine is effective in preventing the spread of SARS CoV in cell culture. Favorable inhibition of virus spread was observed when the cells were either treated with chloroquine prior to or after SARS CoV infection. In addition, the indirect immunofluorescence assay described herein represents a simple and rapid method for screening SARS-CoV antiviral compounds.

  7. IMO the attempt to place much of the blame on Tam is correct. But, it also serves to deflect from the political errors that were made and gives cover to the PM, PMO, Health Minister etc.

    Political Failures
    1) Canada failed to partner with the US in the fast-tracking and delivery of vaccines – Operation Warp Speed.
    2) Canada wrongly fast-tracked with the Chinese Communist Party to develop, test and deliver vaccines.
    3) Canada failed to close its airports in a timely manner to travellers from areas where the virus was known to have spread.
    4) Canada’s approach to locking down businesses was arbitrary and totally discriminated against small business.

    Canada’s political leadership, PM, PMO, Health Minister etc. failed on every major issue to do with the pandemic.
    They were Just In Trudeau competent.

That’s why Ford and Kenney keep trotting out the public health faces, so that they can blame their advice when the voters finally have had enough.
