ummmmmm….Okay…I mis-read. You are advocating beatings in prison?
“Justthinkin”, to be fair, the Military recidivism rate is so low is because a lot of those who end up going to Club Ed also end up being dishonourably discharged after they serve their term. Therefore, those who are most likely to re-offend end up doing so as civvies.
However, with that said, I knew one recruit who got sent for a 1 month stretch in Club Ed because he threatened another soldier with a knife. Going in he was loud, conceited, and totally undisciplined. By the time he came back he was quiet as a mouse, followed every order to the letter, and conducted himself like a model soldier. The military penal system is, without a doubt, a hell of a lot more effective than the civilian version.

On the whole, I would have to say that inmates should experience negative reinforcement … prison should be a place that you don’t want to go to twice.

I for one heartily endorse a prisoner exchange… for all of those Japanese prisoners except one.
If I’m not mistaken, Japan also has an incredibly low crime rate. I doubt they’re particularly focused on “root causes”. Could it be that deterrence actually works?
