It is not the responsibility of the government to maintain the number of people that speak French by demanding those that don’t learn it and speak and threaten them with fines if they don’t. French, as a lingua franca, had its time in the sun and that time has passed as the title went to English and has been that way for a while now. At some point, English will become passe (a word which is still used and a vestige of that history) and the title will pass to another language, just like it did for the Babylonians, the Mongols, the Greeks, and the Romans. If an English only business sees an advantage in doing commerce in another country, it will teach its employees the language of that country. The government has no business putting its finger on the scales, particularly for a minority in Canada, and particularly for a local dialect called Quebecois.
