An American president throttling commerce for purely political purposes is outrageous. This is particulary so given that in the early days, the US federal government was highly supportive of the deal, approving all regulatory hurdles.

I think you are partially right. There is a difference between “come join the party” and “get in the f’n house” though. Personally, I don’t think Trump want Canada in the US. I think he wants a weak neighbour that the US can push around and he will use whatever tools are on hand to get what he wants. If tariffs work, he’ll use them. If derision works, he’ll use that too. If both work, all the better. At the end of the day, Trump wants an asymmetric trading relationship, and he will try to squeeze Canada until he gets it.
BTW, Trump has a number of valid points, the big one that he has not explicitly said, is that organized crime has become rampant in Canada over the last ten years.

Oh my god, you don’t research your facts. There have been three official complaints made by the US over Canadian trade to the USMCA Chapter 31 dispute mechanism.
The first two were over Canadian dairy practices. The first complaint was found in favour of the US, and Canada subsequently changed its practices. The second complaint alleged those changes didn’t go far enough. The board found in favour of Canada — in short, that Canadian dairy policy was now compliant with the USMCA.
The third complaint was over Canada’s Digital Service Tax, which was alleged to discriminate against US companies. That became moot when the federal government rescinded the tax.
So officially no ongoing disputes. Without official complaints to the USMCA dispute board, the rest are just the usual allegations made by industries who hope to win tariffs protection from their government so they can fatten their profits. Canadian industries have attempted the same regarding American trade practices.

There are a lot of issues unresolved, and guess what. The current US administration tries to cipher out consequences of every program or project instituted. Unlike past administrations. For example, how does this effect the revenue on the competing Ambassador Bridge. Will is make maintenance and upkeep on that bridge difficult to handle? What triggers the recoup of costs of building the bridge (Canada’s cost and recoup issue). Were costs padded to create a larger recoup before Michigan starts the revenue sharing programs. ALL these issues need to be worked out in advance, because if they fester there will be issues down the road.
Doing it now before it opens is a valid process. And, it’s not Trump throwing a tantrum. It’s Commerce Secretary, Howard Ludnick doing the job he’s obligated to perform. Trump has supported this project from the onset (first term). It doesn’t mean you can ignore the pesky little details of it’s use.

Given that the need for this bridge was first announnced by a joint US-Canada committee in 2004, the US government has had 22 years to figure most of those out. And so far as padding the costs — which no one has alleged — that’s an issue for the State of Michigan, not Washington.
We all know that the delay has nothing to do with any of that, and everything to do with Trump trying to pressure Canada in USMCA negotiations and throttle trade with Canada, especially in the auto sector.
