6. You’re comparing a state budget to a municipal budget, they have different areas of responsibility. To make this point properly you should compare Miami with New York. Miami’s metro area is about 6.5 million people, it’s made up of 100 different municipalities with a combined total budget of about $35 billion. (Thanks Google) It’s just as bad a ratio but it’s more accurate and still shows New York is a disgrace.
