Money, grown on trees: Cabinet’s failed Two Billion Trees Program cost nearly a half billion dollars before it was wrapped up last November 4, documents show. The program fell 89 percent short of its tree planting target.
Then delivered in paper bags. Count on it.

The majority of the money ending up in offshore bank accounts is my guess too. I think that the majority of the money that is spent by governments on these types of programs are elaborate money laundering schemes. Plus foreign aid, corporate subsidies, consultants, tax money given to charities, foundations, most research grants and NGOs, international organizations to name a few.
In a just world, tax money forcibly collected from citizens should only go to a very small spending list and 99.9% should stay in Canada. Taxes are too high and spending is corrupt and wasteful. Personally, I think there needs to be a maximum amount of money that governments should be allowed to collect in total taxes (provincial, federal, sales tax, municipal/property). It should be no higher than 20 to 25% of your income. Restricting taxation and a prohibition against sending money out of the country would stop the funding of gender diverse farming programs in foreign countries, for example.

It’s weird that citizens think that it’s normal for your government to take about 50% of your wage. It’s weirder that they watch the government take that money and give it to foreign nations, immigrants, corporations, various swindles and scams, themselves, their friends and their families without getting angry and demanding lower taxes.

Canadians are #1 at compliance and conformity. It is probably why so many Canadians become so viscous towards fellow citizens who aren’t as compliant and conformist. They resent people who aren’t as weak, gullible and cowardly as they are.
Tree planting is a real industry in Alberta and Saskatchewan and I’m guessing everywhere else. No need to re-invent the wheel. Take bids a year or two out to supply trees and take bids from planting contractors the winter before. Hire a contract supervisor for each region to inspect each planting to determine sufficient growth for final payment. Every lumber company plants millions of trees every year at reasonable cost. Contract their foresters to do the planting.

I planted trees in BC back in the late 1970s to the early 80s.
Our treeplanting company bid on blocks from lumber companies etc.
In recent years, BC plants between 200 and 300 million trees each year.
My old treeplanting boss made bank for over 40 years bidding for a few lumber companies. The gov uses “checkers” to ensure proper planting, spacing, etc.
Even we dirty hippy planters made good coin.
The fed 2 billion scam was unnecessary.
Scouts of Canada managed to plant 1 million trees last year at no cost to taxpayers. Forestry companies do it for free as part of their long term planning.
Why is government money even involved except for graft?

The tree planting was an election promise so it probably never had a budget so we can’t be sure if it was a fiscal failure. It sure was an execution failure. Where’s the audit and who are the managers? We’ll never know. Oh well.
When the Tory’s loyal opposition rises in The House to ask, “Mr. Speaker, will there be a comprehensive audit of where these moneys were spent?”
