    I missed the part on capitalism where the federal government sets sales targets for perceived private companies.

  5. Just for the record. This isn’t unusual. New Jersey does something similar. They appropriate a certain amount for EV rebates. Usually, they run out of money for that account by April. Then, they don’t reappropriate until the following annual budget. So, if you purchase an EV after April, you are officially SOL.
