If I was the government I would take 50% of the student debt and add it to the debt of the universities. They could carry that debt, pay it down from their endowments or go bankrupt. The student would pay off the other 50% at a fair and fixed interest rate.
Knowing it was done once, the universities would be more cautious in the future on luring students into a debt trap that had no benefit to the student.
