Two huge problems with the Classified / Secret Document system:
1. There are way too many documents that are classified. IMO many are classified because the contents are inconvenient or embarrassing to the government. Add in the proliferation of electronic records and documents, and the problem has increased by orders of magnitudes in the last 60 years. When there were only three or six typewritten copies, control of secret documents was a whole lot simpler.
2. After all those classified, secret and top secret documents are issued, no one seems to be tracking and inventorying them. Is anyone responsible for collecting the extra copies, and regularly inventorying the necessary record copies distributed to the White House, Executive Departments, Pentagon, Congress, etc.? That would be really, really expensive, but if secrecy of these documents is so damned important, we should be spending any money required. If not? See #1 above. Joe Biden, Trump, Obama or hundreds of staffers and reporters should not be able to walk off with them.

There is no problem with the document classification and document control systems. If you author it, it goes to the SCIF ()Secure Compartmented Information Facility). If you want to read it, you do that in the SCIF. At night, it stays in the SCIF. If it leaves to go to another SCIF, it has to be logged, and the person transporting it has to sign it out, just like the library.
On the other end it gets logged in. It’s really not that hard.
The point of stealing documents is to make sure no-one else can read them.
