I postulate that they have become excellent at doing so, and have a huge weather manipulating infrastructure today. From wet surface air cooling, cloud seeding, high-altitude long-endurance drones, direct energy weapons, chem trailing, etc. they can and have been manipulating the weather for many years, including creating and/or directing targeted events, such as hurricanes, floods, and fires.
I would guess that the program became fully operational around the time that we started hearing about the anti-scientific lie of anthropogenic global warming.
They also researched extra-sensory perception. The CIA is not immune to mass delusion and this can encompass pathetic attempts at man-made “weather modification”.

On my drive up to Bruce Mines, Ontario yesterday, I was dismayed to see a truck coming off Hwy 144 covered in snow. Today, my truck is covered in snow. I was hoping to get another couple of weeks of anthropogenic global warming. I’ll do my part, so the truck is idling outside.
We have had summer-like weather all fall in Calgary. It was 25C Monday, broke the 24.4C record set in 1963. Everyone loves the weather except David Suzuki who called it a climate emergency and flew off in his plane in a huff.

Totally unrelated but Springfield, Missouri has some of the most extensive Route 66 signage, etc. Well worth a visit! And Branson is only one hour south and also worth a visit!

Well, you have to look at the bigger picture.
There has been a high pressure area sitting over the Pacific NW and N. California for a couple of months.
What that has done for Oregon is to set some new temperature records, such as the number of days above 85°F (12) in October, and the forests which are normally soggy wet this time of year (we haven’t seen any rain since the end of June) are tinder dry and forest fires are blazing.
High pressure areas (in the N. hemisphere) circulate clockwise, so this would drag cooler air from the N across the central plains – which might well explain the low temperatures mentioned here.
Overall, I wouldn’t mind betting that the W. Coast heat and this cold pretty much average out to … nothing.

After moving to NE Florida in January 2020, I noticed that the forecasted temperature was always warmer than the actuals. Usually it’s a few degrees but often it’s five degrees or more. One day last year it was supposed to hit 95 and the actual high was 75. These aren’t empirical observations, just casual observations on cell phone weather apps. With NASA bureaucrats changing the permanent climate record to make the past cooler, am I crazy to wonder if the national weather service, et al., is providing hoax forecast information to pump up climate panic? I usually check apps around 2-ish in the afternoon, heat of the day, to see what was forecast versus the actuals. On the other hand, the apps yesterday didn’t forecast the 45 degrees this morning. The wonders of modern technology.
I didn’t do this back in SW Iowa because the weather is more stable there. Seriously, a perfect day will be forecast so you take the kayak out only to be in a mad dash back to the dock because a strong thunderstorm formed out of nowhere.
Local meteorologists are some of the most enthusiastic Climate Change Morons.
