She has connections to Jennifer Palmieri; there’s your link to both Hillary and Obama. And she worked at GFANZ, there’s your connection to Carney; she worked on one of the speeches he gave to that ‘esteemed’ group (at least one, probably more). Her specialty, I believe, is ‘climate based initiatives and the financing thereof for developing countries’ (and likely at risk communities, she definitely has been used for outreach for that).
She’s there as a message conduit — wonder why? Do you think certain people are feeling the need to circle the old wagons?

If I had to make a guess what’s really going on, I’d focus on the USMCA negotiations coming up in 5 days. Johnson was already serving in an advisory role for Carney focused on US/Canada relations. The USMCA is the biggest part of that. Trump has made no secret that he’d like to see the USMCA go away and be replaced by bi-lateral trade agreements. Democrats are mostly opposed to that position and you’ll recall various Canadian politicians and officials traveling to the US a couple months ago to discuss the issue to persuade Democrats in private meetings to fight any efforts to dissolve it. The effort was dropped abruptly for some reason.
There’s no way to prove it, but it wouldn’t surprise me if Johnson’s “promotion” was a way to establish a liason between the Canadian negotiating team, and the political opponents of the current US Administration. I seem to recall Barack Obama visiting Carney in Toronto back in May. I doubt they discussed the weather.
