      1. Trudeau can ask the GG to invoke the Emergencies Act.

      2. If the provisions will be applied in one province only, then the LG of that province must agree — meaning in effect Ford in Ontario or Kenny in Alberta. If more than one province at a time, those provinces must be consulted unless the time required would undermine to timeliness and urgency of government action to defeat the emergency.

      3. The reasons for the emergency must be provided to both Senate and HoC. Both houses must vote up or down with no amendments after each house determines it’s ready to vote. If the votes fail in either house, the emergency powers (that have been in effect since the initial declaration) are ended. If the government doesn’t provide the reasons for the emergency to both houses within seven days, the emergency powers end immediately.

      4. If 20 MPs or 10 Senators sign a notice to the GG that they wish to deny the government power to invoke the act, then either the HoC or the Senate (depending on which parliamentary group signed the notice) will vote on the government’s reasons no later than 3 days from the government’s announcement. The debate will last no longer than 10 hours, at which time the vote to approve or deny takes place.

      5. At the time of the announcement of an emergency, the government has the power to declare an area out of bounds, and deny people the right to travel in or out of the area. Forbidding any public assembly, etc. Anyone who does not obey the order can be jailed for six months on summary conviction, or if indictable offence, less than five years.

      6. The government has other powers, including taking over or assuming the operation and management of private property, public utilities, etc.

    1. There were no lasting consequences for his step father. Most Canadians don’t care one way or the other — unless they think they’re getting screwed over personally. Canadians politics isn’t about ideals or principles, it’s all about “what’s it in for me?”

      But every government apparatchik cares very much, because they think their special privileges are on the line. Their new powers will bring out the inner fascist in all of them.           After all the dust settled,, after thousands of illegally arrested people were freed, Trudeau eventually authorized sentence mitigation for some perpetrators, and exile in Cuba and France for others. And then pardons and remissions.

          Trudeau’s war measures wasn’t about fighting terrorists, it was about showing the Quebec separatist movement he was a tough guy who couldn’t be pushed around.

          There were terrorist groups in the USA around that time like Obama’s Weather Underground friends and the SLA, et al. To the extent to US pursued these wackos, they used civil law authorities.

      I have no idea if this is true. If it is (and there enough MPs or senators willing) then parliament gets a say within 3 days. There may even be some “Liberals” concerned about the precedent this sets. Imagine if the “fringes and fascists” get hold of these powers . . .

        Well, PJF, at the moment Canada still publishes its statutes for all to see. You can go to the government website and check it out for yourself.

        Believe it or not, laws in a British parliamentary democracy were never intended to be the exclusive preserve of the bureaucrat or lawyer. The Emergency Act is on its surface quite readable in most respects.
