  2. They are literally paying for people to dig holes to no purpose and then fill them back up.

  3. Just wondering if the contractor awarded the work had taken a page from SNC Lavalin’s playbook. Sounds about right.

  4. If you’ve ever had the “pleasure” of working on any big govt contract you know this is a pretty standard way of eating up as much “free” money as possible.

    In the few jobs I’ve personally seen I would say a 4 or 5 fold difference in efficiency when comparing govt to a smaller private. This difference starts to shrink the bigger the private company gets as more levels of bureaucracy and other parasites are added.

  5. The nice thing about this tactic is that the lead pipes are still there so the feeding trough remains open.

  6. Call me a racist. How much do you want to bet the firm given the contract is owned by blacks. This is the definition of corruption.

  7. This is how the corruption works in rural areas.
    I developed 2 country lots. That required culverts and approaches. This was a gravel county road. The county gave me the specs.
    I hired a private contractor that had previously worked for the county and knew and understood the specs.
    I exceeded the specs, bigger culvert etc. All fill and grade met specs, gravel placement and packed etc.
    The county refused to show up and sign off. I called my councilor, who was also the Reeve. I showed her the specs and letter they had signed and issued to me with date etc.
    It was months. I threatened to sue for loss of sale. The county foreman showed up and would not sign off.
    I had paid my contractor already. He was thousands cheaper and very fast. My Reeve and councilor said I would have to redo the approaches.
    I said I would sue for loss of sale of land and expenses. and called my lawyer. She called me back next day and said it was taken care of, and the county would redo the approaches at no charge.
    I asked her how that was the right thing to do, I told her she needed to fire a few people. She said I can’t do that. I said I understand they are all related.
    The useless county government had allowed the county to buy millions of dollars in new equipment and now were competing with private business for work, to keep their friends and relatives employed.
    And in my mind this was crooked and corrupt. So the local taxpayers paid again. The county tore out my culverts, put them back in with the same dirt and gravel. And they all got paid. Crooks.

  8. This is design, not a bug.
    Same scam in the “Indian Industry” here in Canada.
    First you create a real or imaginary problem,if real usually by neglect.
    Then you create an emergency by failing to act.
    Then get federal money”To fix problem”.
    Steal the money via fraud,corruption and politics.
    Problem remaining untouched.
    Repeat.

  9. Back in the day, the small town where I grew up decided it needed to check the water outlets. Called on everyone to absolutely not use taps, flush toilets, etc. for a given period. The results were interesting, including realizing a house had been torn down but the water never torn off so it went into the nearby creek. This was a small town. Did hear somewhere along the line that a survey had all water and sewage pipes some 8 feet above street level. Do trust that was resolved.
