That would depend on the country.
In the US, I’d say it’s up to the Supreme Court to decide by interpreting the First Amendment.
It’s probably the same here in Canada though (alas!) we lack a First Amendment.
Anyway, it’s comical that so-called conservatives cheer this while booing the ‘fairness doctrine’. They’re both the same thing. It’s running to Daddy gov’t to fix what should be done on your own. Same as is done by the leftists.

Please note that he is not mandating any specific speech. He is not saying that there must be balance. This is not the Fairness Doctrine.
He is saying that there should be no hindrance of speech if people wish to speak.

Of course he is…the speech of the institution at which it’s aimed. Using gov’t coercion and force, contrary to the 1st Amendment, to force the institution to allow speech with which it disagrees.
ie. a Christian institution being forced to allow satanists, or abortionists, an equal voice…or their tax free status removed…like Russia and China

Step 2: demand all the grant money back, with interest, from the colleges that have not supported it. Retroactive back to say, 1905? 1783? What is the official date for the founding of the republic? If the people who got the grant money are no longer alive, go after the living relatives.
