I suspect the only real answer is to first slowly dilute the quota by issuing splits to those who already have it until the quota become irrelevant. Currently in Ontario buying quota for 1kg costs $24000, October 2016 costs for Alberta were $39,500 which is estimate at $35,162 per cow. So a 100 cow herd in Alberta costs 3.5 million before you buy the farm or the cows. All of this is financed through the big banks, and government can not bail out the farmers for a million cows at that price, and without promising a bailout Bernier has no chance of carrying the rural potentially conservative parts of Quebec.
New Zealand and Australia got it done. They just put an excise tax on milk and sent the money to farmers as essentially a bribe.

I looked up Steel Exports: 6.7 million tons
Some of that is trading back and forth between Canada and US mills, 20% comes from China, or roughly double Canadian Production. Arguably any ingots of steel that are heated in whole or in part to the temperature where it becomes ductile becomes as “made in Canada” as the recyclables. 99.9% steel bars can be remelted in Canada as a recycling project. Therefore it can be an end-run around country of origin labeling, just as Trump is alleging. The country housing the original blast furnace that made the steel is the only way to prevent this partial-melting loophole, IMO. And that country is not Canada. I’m curious to know how much of the existing “recycling” done in Canada is actually this type of recasting.
Uh we do produce lots of steel. We also have the 8th largest iron ore resources in the world. You should do some research.

The form of the iron has to be changed from +2 or +3 to 0. Workable metallic iron doesn’t naturally occur in nature on earth (except from meteorites, which start to rust when they arrive).
Having reserves means that it can be mined economically. That doesn’t mean it will be smelted locally. If you do not have blast furnaces (and lots of them) then you’re not producing steel. Having iron ore that can be made into steel after shipping it to India or China is not the same as having a steel industry that produces steel. Japan doesn’t have the raw resources for a steel industry, but they buy the components and produce a lot of steel and steel products.
